			<content:encoded><![CDATA[<p>Because of the widening of Kuebler Blvd., there will be some changes in certain areas of SGNA during the next few months. Property has been or will be purchased along the Kuebler Blvd. right of way which is needed in order to widen that beltline and meet state and federal requirements.</p>
<p>One place under consideration is the entrance through the fence just west of Lone Oak Rd. which provides access to Kuebler Blvd. from Khyber Ct.  (See pictures below).</p>
<p>If this entrance remains and becomes a part of the widening process, a concrete incline would have to be built with no more than a 7% drop down to Kuebler.  The current drop is 3 feet.  Because of the 7% requirement, this new concrete incline would have to be up to 60 feet wide.  This change would be required because of A.D.A. laws. </p>
<p>If this entrance is eliminated, some adjacent personal property would not have to be purchased, and the City would save approximately $35,000.  It has been suggested that walking or riding around the small block, adjacent to that entrance, is a short walking distance and that many people already use that alternative.</p>
<p>If you have any concerns or disagreements with the idea of eliminating this entrance, please feel free to contact SGNA and/or come to our December 10th meeting.  Our Transportation Committee will be considering this issue over the next few weeks.</p>

			<content:encoded><![CDATA[<p>Trees are coming down on an approximately 40-acre site in Marion County just outside South Salem.</p>
<p>The property, located on the southwest corner of Kuebler Boulevard and Interstate 5, could be poised for development if its owners can get it annexed to the city in 2010. Its owners, an investment group called Cascade View, have recently started clearing the land.</p>
<p>&#8220;We&#8217;re getting ready to evaluate what we really have there,&#8221; said Albert Castaneda, a representative of Cascade View. It&#8217;s too early to determine the type of development the property would support, he said, although the site&#8217;s large size and topography lends itself to mixed-use development rather than a single-user, he said.</p>
<p>Cascade View took over the 40 acres in a deal cut in the Chapter 11 bankruptcy of Sunwest Management Inc. founder Jon Harder, Castaneda said. Harder and a group of investors, who had formed limited liability corporations, had acquired the land for investment property.</p>
<p>During Harder&#8217;s bankruptcy proceedings, the investors negotiated with lenders and took control of the 40 acres.</p>
<p>&#8220;There was no purchase,&#8221; Castaneda said.</p>
<p>The property — two parcels split by Boone Road SE — is next to where Portland developer PacTrust has discussed building a shopping center and office project. Cascade View investors likely will seek to have its site annexed to the city in the November 2010 election, Castaneda said.</p>
<p>In 2003, the property now owned by the Cascade View group was part of the proposed Hazel&#8217;s Hill annexation that Salem voters rejected.</p>
<p>The failed Hazel&#8217;s Hill annexation, as well as PacTrust&#8217;s project, drew opposition from neighbors worried about increased traffic on area roads.</p>
<p>Salem City Councilor T.J. Sullivan, whose Ward 4 includes South Salem, said he hasn&#8217;t heard any comments from neighbors about the land now being cleared at Kuebler Boulevard and Interstate 5.</p>
<p>Standards for removing trees from county land are less stringent than those for property in the city. Sullivan noted that property owners can clear land and then bring it into the city without having to meet the city&#8217;s requirements for preserving trees.</p>
<p>The land, which is within the urban growth boundary, has been used for agriculture for many years. Castaneda said most of the trees removed from the property will be used for wood pulp.</p>

			<content:encoded><![CDATA[<p>Did you know that over 13,000 individuals make up the South Gateway community?</p>
<p>Amazing! Our area has definitely grown leaps and bounds over the last 20 years.  Of course, this leaves many of us wondering, &#8220;Do I really need to get involved? With so many people in our neighborhood I bet they don&#8217;t need me.&#8221;  There could be nothing father from the truth.  WE NEED YOU!</p>
<p>I will be honest. Too many individuals are standing at the side lines.  </p>
<p>Our neighborhood association is like a garden. With a bit of time and care we can grown something wonderful to be shared by all, but if the garden is left uncared for it will fall apart.  I do not want that to happen to our neighborhood.  </p>
<p>I moved to South Gateway last summer with the hope of becoming part of a greater community.  To make this happen I joined the neighborhood association board and discovered a great wealth of information about our area. As a new resident of Salem this information was invaluable. SGNA also provided me with a way to network with others in our neighborhood.</p>
<p>So far, getting new people involved has been a challenge. Maybe I am missing something since I did not grow up in this area.  </p>
<p>Can someone please tell me what would get you excited about your neighborhood?  </p>
<p>We have tried ads in the paper, word of mouth, flyers, this website, and even Facebook.  I am asking for YOUR honest (even brutal) input on this matter.</p>
<p>What would encourage you to interact with your neighbors?</p>
